The National Optical Fibre Network (NOFN) was approved in 2012 to provide broadband connectivity to 2.5 lakh village Panchayats in India, with Bharat Broadband Network Limited (BBNL) established to execute the project.

Project Approval and Objectives

The Government of India approved the creation of the National Optical Fibre Network (NOFN) in 2012, aiming to extend broadband connectivity to all 250,000 Gram Panchayats across the country to support e-governance and digital services . The initiative was intended to enable applications in e-health, e-education, and e-governance, ensuring non-discriminatory access to broadband for all telecom service providers . The project was initially approved by the Union Cabinet in October 2011, with formal incorporation of the executing body, Bharat Broadband Network Limited (BBNL), on 25 February 2012 .

Organizational Setup

BBNL was created as a Special Purpose Vehicle (SPV) under the Companies Act, 1956, to manage the rollout of the optical fibre network. The project planned to leverage existing fibre infrastructure from public sector undertakings such as BSNL, RailTel, and Power Grid, while also allowing private sector participation at a later stage . The Prime Minister's Office (PMO) established a coordination committee to ensure that all government departments could deploy services on the network and to map out the framework for delivering e-services to Panchayats .

Pilot Programs and Early Implementation

In 2012, pilot programs were conducted in select blocks, including Paravada in Andhra Pradesh, Arian in Rajasthan, and Panisagar in Tripura, with approximately Rs. 15 crore spent under the Universal Service Obligation Fund (USOF) for these pilots . The initial rollout was planned to be completed in two years, although actual large-scale implementation began later, with significant progress only after 2014 .

Funding and Scale

The NOFN project was a Rs. 20,000-crore initiative, funded primarily through the Universal Service Obligation Fund (USOF) . The network was designed to provide scalable bandwidth of up to 1 Gbps, connecting Panchayats to block headquarters and enabling both bandwidth and dark fibre access on a universal basis . The long-term goal was to cover nearly 625,000 villages, making it the largest rural broadband connectivity program in the world .

Significance

The NOFN project in 2012 marked a major step toward Digital India, aiming to bridge the digital divide in rural areas, improve governance transparency, and facilitate economic growth through enhanced internet penetration . It laid the foundation for the later BharatNet initiative, which expanded and accelerated the original NOFN objectives.
